Today, I was a guest at the signing ceremony of the Implementing Rules and Regulations (IRR) of the Renewable Energy Act of 2008 held at the Philippine Department of Energy. Energy Secretary Angie Reyes invited more than a dozen ten-year old kids to draw their vision of the planet 20 years from now, and how renewable energy would benefit the environment.
The renewable energy industry was most appreciative of the extraordinary efforts to complete the IRR exerted by the DOE team led by Energy Secretary Reyes. It was completed a month ahead of its schedule. The breadth and depth of the national consultations on the IRR over the past four months was probably the most comprehensive effort in terms of national coverage and in the number of sectors consulted ever seen from any Department in the implementation of a law.
In a way, I consider the signing of the IRR of this renewable energy legislation as a special birthday present.
